After following the docs for nvram settings, I've been trying to get a sane TX power. I set the following:
wl0_country_code=US
wl0_txpwr=19
but after boot, it still shows 7dBm in iwconfig. Any suggestions?

I don't think twpwr in mW equal dBm !
Read FAQ, twpwr doesn't really boost perfomance, because there will be more "noise" ....
Since RC6 you have to set wl0_txpwr in qdBm (1/4 dBm), so if you want so achieve 20 dBm, you have to set wl0_txpwr to 80.

whatever you set in nvram, do a 'nvram commit' to make it permanent. It won't survive a reboot otherwise.
