Is sdparm somewhere available as package?

sdparm is already a official OpenWrt package. Please check the packages repository in subversion before you do the work twice:

/packages/utils/sdparm/Makefile

If the package is not available as an ipk for your target platform you have to compile it by yourself...

If you're referring to netprince, he sent his message on 2007-10-04.  The package was added four days later:
