Assuming you are trying to use a USB hub on the RB493G stated in your profile: The USB port of the RB493G is unpowered, so you have to use a power injector (sold by Mikrotik). Using an externally powered hub might work, but there are reports of them not working for some. Unpowered usb hubs or devices definitely require the power injector.
I realized that yesterday.
At first, I thought an active hub would do it, but USB-hubs only enumerate when 5VDC is supplied by the host. If a hub is working without power-supply from the host, you're "lucky" it violates the USB-standard, but it can fry any standards-compliant host by re-routing 5VDC from the external power-supply to the host.
So, it's not the kernel configuration and I updated the Wiki-page of the 493G (http://wiki.openwrt.org/toh/mikrotik/rb493g#usb).
Shame on MikroTik for not fixing that HARDWARE-BUG with a new PCB-layout for years!

I think that was an intentional design decision, so hard to call it a hardware bug. Not necessarily a good decision (there are several other stupid ones).

Never tried to do. It's on my (ever growing) TODO list, but feel free to play around with the kernel code yourself.
