Topic: busybox or dnsmasq in trunk

there is udhcp in busybox and dnsmasq is also for dhcp. i am confused, in trunk source code i have both of them.
which of above assign i;p addresses to end users in Openwrt. could anybody tell me exact file wich assign and release ip addresses to end users when they join or leave

if dnsmasq assign/release internal ip addresses, then in busybox what is the purpose of this file(root/networking/udhcp/dhcpd.c) in trunk source . i find DHCPOFFER, DHCPRELEASE DHCPDECLINE and leases cases in it.
is dhcpd.c /dhcpc.c in busybox is being used for rexternel ip assignment (WAN)?
