Yes, this functionality is present. However, we'd need a lot more information on what you need to do to make it work (see below).
I couldn't locate any comprehensive documentation on the OpenWRT wiki on this exact topic, but these links may help on the concept generally (these pages won't work verbatim in your exact situation, but just explain the generic concept in more detail):

Can you provide a diagram of how things are set up and let us know the addressing details of your network you want to tunnel between (ie. router IPs, networks and masks, public addressing details). Please also include a copy of your entire config (extract it from uci - reply back if you're unsure of how to do this).
Please also provide details of the Cisco device you want to tunnel to (eg. "show running-config", "show inventory", "show version" and "show ip int br" would be a good place to start, assuming you are running standard IOS) - although bear in mind that this not the TAC / Cisco Support Community and the focus should be on the OpenWRT device.
