I tried to use admcfg to configure untagged vlan id >15. But it only takes the LSB 4 bits. For example
admcfg port4 PVID:25becomes
PVID:9Is it possible to have a vlan id > 15 with admcfg?

The link to the datasheet on the ADM6996 from http://openwrt.org/forum/viewtopic.php?t=6 (the link in the thread is stale - it's now at http://www.infineon.com/cmc_upload/docu … ril04.pdf)
says 16 (ie 0-15) they use 4 bits for vlan id.
